Where should it run?

This is the one genuinely technical question, and "not sure" is a perfectly good answer.

What should it actually do?

The important one. Walk us through it like you are explaining to a new member of staff: what happens now, what you wish happened instead, and where it goes wrong. If it is answering the phone, tell us what callers usually ask. If it is a website, tell us what you want people to do when they land on it.
